Vu les articles 3 et 5 de la Constitution ;
Vu l'article L.32-6 du Code du Commerce, sur l'immobilier ;
Vu l'article L.21-7 du Code Administratif ;

Considérant l'importance de réglementer les ventes et les locations dans la capitale, pour permettre à tous d'y acquérir un bien dans des conditions convenables ;

DÉCRÉTE :

Article 1.

Un terrain destiné à la vente doit, à minima, mesurer 80 blocs de surface.
Un terrain destiné à la location doit, à minima, mesurer 50 blocs de surface.

Le prix moyen d'un terrain à vendre est défini par la surface du bien, en nombre de blocs, multipliée par 5.
Le loyer moyen d'un terrain à louer est défini par la surface du bien, en nombre de blocs, multiplié par 0,5.
Une majoration ou une réduction du montant d'un loyer ou d'une vente peut être décidée à la discrétion du vendeur ou du bailleur, dans une limite de 20% du prix moyen.

Article 2.

Une taxe mensuelle d'habitation s'applique pour chaque propriétaire d'un terrain à Avrincas. Le montant de la taxe représente 25% du prix d'acquisition. Si le bien a été obtenu à titre gratuit, le montant représente 25% du prix moyen.

La taxe hebdomadaire de location s'applique pour chaque propriétaire mettant un bien en location à Avrincas. Le montant de la taxe représente 10% du prix de location. La taxe doit être réglée par le bailleur du bien. Cette taxe ne s'applique pas lorsque le bailleur du bien est la ville.

Article 3.

La taxe d'habitation doit être payée mensuellement, sur le compte de la ville.
La taxe de location doit être payée hebdomadairement, sur le compte de la ville.
